The problem of global warming caused by increased Greenhouse Gas (GHG) emissions has had a detrimental impact on the world community. One type of gas that is quite large in GHG emissions is methane gas which is produced along with the increase in waste/waste. Therefore, the United Nations Framework Convention on Climate Change or UNFCCC was formed as a step in an effort to deal with the problems caused by increased GHG emissions. The Kyoto Protocol was formed as a result of the Conference of Parties or COP in 1997. The Kyoto protocol discusses efforts to reduce GHG emissions globally in order to overcome climate change caused by human activities. One of the countries that took part in ratifying the Kyoto Protocol is Indonesia. Based on Presidential Regulation no. 35 of 2018, accelerating the construction of Processing Waste inti Electrical Energy or PSEL can be a form of effort to reduce GHG emissions as well as a way to deal with the accumulation of waste by processing waste into electrical energy. Using concepts/theories from George Edward III to see policy implementation in 4 factors namely Resources, Communication, Bureaucratic, Structure, and Disposition. This study uses a qualitative research method where researchers try to explain a phenomenon descriptively. So, using this method, this research concludes that the Implementation of the Kyoto Protocol in Indonesia regarding efforts to deal with increased GHG emissions through the PSEL project is carried out sequentially from to bottom, on the basis of the international regime from the United Nations, the handed down to the Central Government/State which in this study, the President issues a Presidential Regulation, then passes it on to the Regional Government to carry out the policies that have been determined to achieve the expected goals Keyword : Implementation of Policies, Conventions and Protocols, GHG Emissions, PSEL.
