In fact, it is almost not found, especially in Muara Enim Regency, the determination of river boundary lines made by officials appointed by the Candy. The purpose of the study is to analyze how the legal certainty of land rights that have been registered after the enactment of PUPR Regulation Number 28 / PRT / M / 2015, and how the impact of land rights that have been registered after the enactment of PUPR Regulation Number 28 / PRT / M / 2015, and How should the law regulate the rights to certified land that is designated as the river boundary line in the future in order to provide equal justice for the government and land rights holders. The method used in this study is normative. With the literature study method, and using a statutory approach, conceptual approach and case approach, which is then analyzed descriptively qualitatively. The results of this study show that the results of this study are that the Ministry of Agrarian and Spatial Planning / Land Agency The National will immediately issue a Technical Regulation on the Regulation of the Minister of Public Works and Housing of the Republic of Indonesia Number 28 / PRT / M / 2015 so that there is legal certainty for ownership of land rights owned by the community, especially in river border areas. Local governments should issue new regulations about establishing river boundaries and repealing all old regulations, in order to realize legal certainty. The government needs to socialize to the community and provide compensation for the rights owned by landowners set by the government as the river border.
