This research focuses on Indonesia's opportunities to fulfill the Minimum Essential Force (MEF) through defense cooperation with France in 2020-2024 by adopting the theory of international cooperation put forward by K.J Holsti as the analytical tool in this research. This type of research is qualitative, namely obtained through library research. The results of this research are that firstly Indonesia has the opportunity to increase the number of defense equipment, secondly Indonesia also has the opportunity to obtain new technology in the defense industry, then thirdly Indonesia will be able to produce its own submarine batteries. However, Indonesia still has to increase defense cooperation in various defense and security sectors so that sectors that still need development can be more optimal in fulfilling the MEF in the future.
