EFISIENSI SISTEM KESEHATAN PROVINSI DI INDONESIA TAHUN 2023 DENGAN METODE DATA ENVELOPMENT ANALYSIS (DEA)
Efficiency in the health system has become a very crucial issue, especially in the context of managing limited resources. One of the biggest challenges to the efficiency of the health system is the uneven distribution of health personnel and facilities. In 2023, the number of health human resources in health facilities was recorded at 2,077,473 people, of which 183,694 were healthcare workers. Of the healthcare workers, 106,263 were doctors. Compared to Indonesia’s population of approximately 273 million, the doctor-to-population ratio is only about 65 per 100,000 people, which is still far from meeting the WHO minimum standard of 100 doctors per 100,000 people. This study is a quantitative research, and the data collected are cross-sectional data. The obtained data were processed using the DEA method with Excel software and the DEA Frontier add-in. The DMUs studied were divided into inputs and outputs, with inputs including the ratio of doctors, nurses, and midwives, the number of health facilities partnering with BPJS Kesehatan, and constant per capita GRDP. The outputs of this study include Maternal Mortality Rate (MMR), Infant Mortality Rate (IMR), Life Expectancy (LE), and active JKN participants. There are 11 provinces experiencing inefficiency in the health system, most of which are outside the island of Java. This inefficiency is often caused by the unequal distribution of health workers across several provinces, such as Jakarta and Papua. This study concludes that the efficiency of the health system in Indonesia varies across provinces, with significant regional disparities. It is recommended to implement efficiency improvement strategies focused on optimizing resources and maximizing the utilization of health facilities. Improving service quality, financing efficiency, expanding JKN coverage, and learning from the best practices of efficient provinces are also recommended.
