ANALISIS IMPLEMENTASI REKAM MEDIS ELEKTRONIK (RME) PADA UNIT RAWAT INAP DI RSUD SITI FATIMAH PROVINSI SUMATERA SELATAN
The implementation of Electronic Medical Records (RME) is an obligation based on the Regulation of the Minister of Health Number 24 of 2022 which requires all health service facilities to switch to digital systems no later than December 31, 2023. However, Siti Fatimah Hospital has just started implementing RME for inpatient units in December 2024. This research aims to analyse the implementation of RME in the inpatient unit at Siti Fatimah Hospital, South Sumatra Province with a POAC (Planning, Organising, Actuating, Controlling) management approach. This research uses descriptive qualitative methods with data collection techniques for in-depth interviews, observations, and document analysis. There are 9 informants consisting of the head of installation, head of subsection, medical record staff, nurses, and IT staff. The research results show that in the planning aspect, the main obstacle is an unstable network that hinders the technical readiness of the system. In the organising aspect, there is no formal organisational structure that specifically handles RME, the division of tasks already exists, but only for medical record admins and data processing. In the actuating aspect, the obstacles found are user adaptations that have not been optimal, especially medical personnel who are used to the manual system, as well as the lack of availability of a bridging system with BPJS Kesehatan which causes the claim process to be carried out manually. Meanwhile, the aspects of controlling, verification, evaluation and reporting have been carried out, but researchers cannot ensure that the process runs optimally. In conclusion, the implementation of RME at RSUD Siti Fatimah has been carried out, but still facing obstacles in aspects of network, organisational structure, user adaptation, and system integration. Efforts to strengthen infrastructure, the formation of a special RME organisational structure, increasing the technical capacity of IT staff as the main person in charge of the system, and the development of a bridging system with BPJS are needed to support successful implementation in the future.
