This study aims to analyze the competencies of functional positions resulting from the job equalization process at the Regional Civil Service Agency (BKD) of South Sumatra Province. The job equalization process is a crucial step in bureaucratic reform; however, its implementation reveals challenges in achieving employee competencies. Through in-depth interviews with five informants who understand the policies and practices at BKD, this research identifies three main issues: suboptimal understanding of competencies, where employees are not fully aware of the competencies required to perform functional tasks; limited competency development, caused by budget constraints and a lack of implementation of competency testing; and a tendency to apply outdated work patterns that are not relevant to the new functional positions. This study also emphasizes the importance of effective communication between employees and supervisors, as well as the need to enhance work motivation and resilience in facing uncertainties. Based on the analysis results, it is recommended that BKD make improvements through continuous training, the development of a competency testing system, enhanced communication, and regular performance evaluations. Thus, it is expected that employees can perform their duties optimally, support the achievement of the organization's vision and mission, and improve the quality of public services.
