SOFT POWER INDONESIA DI ARCHIPELAGIC AND ISLAND STATES FORUM DALAM MEMPERKUAT KERJASAMA GLOBAL DI BIDANG MARITIM
This study examines Indonesia's implementation of soft power through the Archipelagic and Island States (AIS) Forum in strengthening global maritime cooperation. As the world's largest archipelagic state, Indonesia holds strategic interests in enhancing its global position through non-militaristic diplomacy. The AIS Forum is Indonesia’s diplomatic initiative that emphasizes solidarity among island and archipelagic countries in addressing global maritime issues such as climate change, blue economy, ocean governance, and marine plastic pollution. This research applies Joseph S. Nye’s soft power theory, focusing on the dimensions of agenda setting and attraction as its main instruments. The method used is qualitative-descriptive, relying on literature review and secondary data. The findings reveal that Indonesia utilizes the AIS Forum to build its image as an inclusive, environmentally conscious nation committed to sustainable development. These strategies are implemented through initiatives such as the AIS Blue Hub, Joint Research Program, and Blue Bonds. Beyond strengthening global cooperation, the AIS Forum also serves as a tool to mitigate international criticism regarding the West Papua issue and to expand Indonesia's influence in the Pacific region. This study highlights soft power as a crucial element in Indonesia's diplomatic strategy to promote peaceful and constructive leadership in global maritime affairs.
