This thesis raises legal issues regarding the implementation of the principle of openness in the process of forming regional regulations in the South Sumatra Provincial DPRD. Openness is an important principle in realizing transparent and participatory governance as mandated in various laws and regulations. In practice, there are still limitations on public access to information on the regional legislative process, such as the lack of online publication of academic papers and draft regional regulations. This shows that there's a gap between the legal norms and their implementation, raising questions about the extent to which the South Sumatra Provincial DPRD has fulfilled its obligations to ensure public participation and open access to public information as stipulated in the principle of information transparency and the general principles of good governance (AAUPB). This study aims to find out: (1) How is the principle of openness implemented in the process of forming Regional Regulations in the South Sumatra Provincial DPRD? (2) Is the implementation of the principle of openness in the formation of Regional Regulations by the South Sumatra Provincial DPRD in accordance with the principles of Good Governance? This study uses a normative legal research method with a legislative and sociological approach. The results of the study show that: (1) The implementation of the principle of openness in the process of forming Regional Regulations in the South Sumatra Provincial DPRD has not been fully optimized due to the absence of public testing of the three draft regional regulations that were the subject of the study and the non-functioning of the JDIH as a source of information on draft regional regulations. (2) The implementation of the principle of openness by the South Sumatra Provincial DPRD is not in accordance with the principles of good governance, such as the principles of openness, public interest, and efficiency.
