PERAN INTERNATIONAL ORGANIZATION FOR MIGRATION (IOM) DALAM MENANGANI PERDAGANGAN MANUSIA DI MOLDOVA TAHUN 2021-2023
Human trafficking is one of the most pressing non-traditional security issues in Eastern Europe, with Moldova identified as one of the most vulnerable points. Contributing factors such as economic disparity, weak law enforcement, and the impact of the Russia-Ukraine conflict have worsened the situation and increased the number of victims, particularly in forced labor and sexual exploitation. This research aims to analyze the role of the International Organization for Migration (IOM) in addressing human trafficking in Moldova during the period 2021–2023. Using a qualitative approach and descriptive method, the study examines IOM’s role as an instrument, arena, and actor in responding to the complexity of the issue. The findings show that IOM has played a crucial role through direct protection services for victims, facilitation of multi-stakeholder coordination, and support for policy development and institutional reform. Programs such as frontline officer training, border control enhancement, reintegration services, and public awareness campaigns demonstrate IOM’s significant contribution to strengthening Moldova’s capacity. However, structural governance challenges and limited resources remain key obstacles. This study highlights the importance of sustained international cooperation and institutional reform to comprehensively address human trafficking.
