DIPLOMASI KEMANUSIAAN INTERNATIONAL COMMITTEE OF THE RED CROSS(ICRC)DALAM MENANGANI KRISIS KEMANUSIAAN AKIBAT KONFLIK DI SUDAN TAHUN 2023-2024
This research discusses the role of the International Committee of the Red Cross (ICRC) in dealing with the humanitarian crisis caused by the conflict in Sudan from 2023 to 2024. This conflict began when a power dispute between the Sudan Armed Forces (SAF) led by General Abdel Fattah al-Burhan and the Rapid Support Forces (RSF) led by Mohammed Hamdan Dagalo, or “Hamedti,” which are the two main military forces in the country of Sudan. As a result, nearly 15,000 people were killed and more than 8.2 million Sudanese were displaced, creating the world's worst refugee crisis. In addition, other impacts include the food crisis, malnutrition, damaged infrastructure, homelessness, and internal problems. The increasing humanitarian crisis in Sudan has received attention from the ICRC as an international organization, to provides various humanitarian assistance, such as food, water facilities, health facilities, and other humanitarian assistance. This research uses Philippe Regnier's concept of Humanitarian Diplomacy with six indicators that the ICRC will carry out in dealing with the humanitarian crisis due to the conflict in Sudan. The six indicators are Arranging for the presence of humanitarians in a given country, Negotiating access to civilian populations in need of assistance and protection, Monitoring assistance programs, Promoting respect for international law and norms, Supporting indigenous individuals and institutions, and Engaging in advocacy at a variety of levels in support of humanitarian objectives. In addition, the ICRC is working with the Sudanese government, Non-Governmental Organizations (NGOs), and other humanitarian organizations in handling the humanitarian crisis due to conflict in Sudan in 2023-2024.
