FAKTOR PENGHAMBAT MEKANISME PENEMPATAN ONE CHANNEL SYSTEM TERHADAP PENINGKATAN JUMLAH PEKERJA MIGRAN INDONESIA BERMASALAH DI MALAYSIA PADA TAHUN 2022-2024
Following the termination of Indonesia’s joint labor placement cooperation with Malaysia in 2016, the Government of Indonesia established the One Channel System (OCS) as the sole legal placement mechanism for informal-sector migrant workers. This study examines the inhibiting factors affecting OCS implementation and its relationship with the rising number of Problematic Indonesian Migrant Workers (PMI-B) in Malaysia during 2022–2024. Although the OCS was formally ratified through the renewed Memorandum of Understanding (MoU) between Indonesia and Malaysia in 2022, data indicate a significant increase in PMI-B cases, particularly from Sumatra. Using a qualitative descriptive approach, the study applies Keohane and Nye’s Complex Interdependence model and Merilee S. Grindle’s policy implementation framework to analyze the policy context. The results identify key obstacles, including limited information dissemination, inadequate institutional capacity of implementing agencies, and weak compliance with MoU provisions. Persistent broker involvement, contract discrepancies, and complex administrative procedures further encourage irregular migration. The study recommends strengthening inter-agency coordination, expanding village-level training, and enhancing law enforcement against illegal placement practices to improve OCS effectiveness.)
