Outgoing letter numbering is a crucial component of government administrative systems, as it involves the recording, identification, and archiving of official documents that serve as the basis for communication, legal reference, and institutional accountability. A well-structured numbering system ensures that each letter has a unique number, is properly documented, and is easily traceable when needed. However, based on observations and interviews conducted at Kelurahan Plaju Darat, Palembang City, it was found that the letter numbering process still faces several issues due to the complexity of manually categorizing various types of letters. This leads to risks such as numbering errors, disorganized data, delays in issuance, and difficulties in document tracking. The manual process also requires considerable time and effort from administrative staff and is prone to data loss due to human error or physical damage. Therefore, a digital letter numbering system is needed to improve the efficiency and accuracy of public administrative services. This study aims to design and develop a web-based letter numbering application using the CodeIgniter 3 framework, which supports the Model-View Controller (MVC) architecture. The system was developed using the prototyping method, which includes user communication, quick design, system building, testing, and evaluation. The application enables the administrative staff to input, store, and search letter numbers automatically and systematically while generating consistent numbering formats based on document classifications. Test results show that the system can accelerate service processes, minimize recording errors, and simplify the management of outgoing letter archives. With the implementation of this application, administrative services at Kelurahan Plaju Darat are expected to become more efficient, accountable, and well-documented in accordance with the principles of good governance. ix Keywords: Letter numbering, Digital administration, Web application, CodeIgniter, Prototyping, Kelurahan
