This study aims to analyze the behavior of exterior beam–column joints made of crumb rubber concrete (CRC), which incorporates partial substitution of fine aggregate, under cyclic lateral loading with variations in shear reinforcement. The background of this research is based on the high seismic risk in Indonesia and the critical role of beam–column joints in earthquake-resistant structures. Additionally, the utilization of waste tires in the form of crumb rubber offers a sustainable construction solution, although it faces a reduction in compressive strength due to the weak bond between rubber particles and cement paste. This issue is addressed through an aqua-thermal treatment process (washing and heating). The research methodology includes laboratory testing to obtain the mechanical properties of CRC and numerical simulation using ANSYS to evaluate the structural behavior of exterior beam–column joints under cyclic lateral loads. CRC with a 5% crumb rubber substitution achieved an optimal compressive strength of 34.25 MPa and a splitting tensile strength of 2.74 MPa. Meanwhile, 10% CRC showed an increased elastic modulus of up to 12,842 MPa and a Poisson’s ratio of 0.230, indicating enhanced ductility. The deviation in lateral load between simulation and experimental results was within 8–9%, which is acceptable under the ≤10% tolerance limit. Variations in shear reinforcement spacing within the joint zone included Ø10–80 mm, Ø10–60 mm, Ø10–48 mm, and Ø10–40 mm. The analysis results indicate that closer stirrup spacing leads to higher stiffness and lateral load capacity of the joint due to increased confinement effects on the concrete. Nevertheless, the highest ductility value of 2.914 was observed in the model with the widest stirrup spacing (Ø10–80 mm). All models fall under the category of moderate ductility (2–4) by FEMA 356 (2000) criteria.
