This study aims to analyze the implementation of periodic road maintenance activities at the Department of Public Works for Highways and Spatial Planning of South Sumatra Province, with a case study focus on Dr. M. Isa Street in Palembang City. The background of this research stems from delays in the physical realization of periodic maintenance work, indicating obstacles in the policy implementation process. The research employs a qualitative descriptive method with data collection techniques including interviews, observations, and documentation. The analysis refers to the policy implementation theory of George C. Edward III, which includes communication, resources, disposition, and bureaucratic structure. The results show that the implementation has not been optimal due to weak communication with the public, limited budget and human resources, low contractor commitment, and the absence of standard operating procedures (SOPs) and a formal complaint system. These obstacles have contributed to delays in the execution of periodic road maintenance activities. Therefore, it is necessary to enhance the effectiveness of both internal and external communication, tighten project supervision, conduct regular contractor performance evaluations, and establish clear SOPs so that the implementation of road maintenance activities can proceed more effectively, efficiently, and on time.
