KINERJA BADAN PENANGGULANGAN BENCANA DAERAH PROVINSI SUMATERA SELATAN DALAM PENANGGULANGAN BENCANA BANJIR DI KOTA PALEMBANG
This research aims to analyze the performance of the Regional Disaster Management Agency (BPBD) of South Sumatra Province in addressing flood disasters in Palembang City. Flood problems in Palembang are caused by high rainfall intensity, environmental degradation, poor drainage management, and the suboptimal disaster management system at the city level. This research employs a qualitative approach with descriptive methods. Data were collected through interviews, observations, and documentation, with Mahsuns (2006) organizational performance theory as the analytical framework. The findings indicate that the performance of BPBD South Sumatra Province in flood management has not been fully optimal across all dimensions. In terms of inputs, limitations in human resources, budget, and equipment persist. Regarding processes, response speed and accuracy are still uneven. The outputs such as evacuation, aid distribution, and public education have been implemented but have not reached all affected areas. The outcomes and benefits of the program are only partially felt by the community, while positive impacts such as increased awareness and stakeholder synergy have begun to emerge, although negative impacts such as public dependency on assistance still occur. This study recommends enhancing BPBD's capacity, accelerating the establishment of a Palembang City BPBD, and strengthening community participation in flood management efforts.
