EVALUASI PROGRAM PENCEGAHAN PEMBERANTASAN PENYALAHGUNAAN DAN PEREDARAN GELAP NARKOTIKA DI KOTA PALEMBANG
This study aims to evaluate the implementation of the P4GN Program (Prevention, Eradication, Abuse, and Illicit Trafficking of Narcotics) conducted by the National Narcotics Board of South Sumatra Province (BNNP Sumsel) in Palembang City, using the CIPP evaluation model (Context, Input, Process, Product) developed by Daniel L. Stufflebeam. The research is motivated by the high rate of drug abuse in Palembang and the urgency of strengthening cross-sectoral collaboration to combat narcotics comprehensively and sustainably. This qualitative study employed in-depth interviews, observation, and documentation as data collection techniques. Informants included BNNP officials from the rehabilitation, prevention, and enforcement divisions, as well as community representatives. The evaluation was based on four key dimensions: context, which assesses the relevance and urgency of the program; input, covering human resources, facilities, and funding; process, which evaluates program implementation and inter-agency coordination; and product, which examines the program’s goal achievement and benefits to the target groups. The findings indicate that the P4GN program has clear objectives and aligns with the needs of the community in Palembang. However, several limitations were found in the input aspect, especially in terms of personnel shortages, limited rehabilitation facilities, and budget constraints that affect the efficiency of program execution. In the process aspect, the program generally follows operational standards, although stakeholder coordination remains suboptimal. Meanwhile, the product dimension shows positive outcomes, including increased public awareness and voluntary participation in rehabilitation, although the impact is not yet evenly distributed across all areas. In conclusion, the P4GN program implemented by BNNP Sumsel is considered relatively effective, yet improvements are needed in resource management and stakeholder synergy to achieve broader and more sustainable results.
