IMPLEMENTASI KEBIJAKAN KAMPANYE PADA PEMILIHAN GUBERNUR DAN WAKIL GUBERNUR SUMATERA SELATAN TAHUN 2024
This research is motivated by the lowest voter turnout in Palembang City in South Sumatra Province in the 2024 South Sumatra Gubernatorial Election. This study aims to examine policy implementation and analyze the factors that hinder policy implementation in increasing public participation in Palembang City in the 2024 South Sumatra Gubernatorial Election. The theory used is George C. Edwards III's policy implementation theory, which focuses on communication, resources, disposition, and bureaucratic structure, to understand how these factors influence voter participation in Palembang. This research uses qualitative methods with a descriptive approach. Data collection techniques include observation, interviews, and documentation. The findings indicate that communication and resource factors were not adequately addressed, resulting in suboptimal implementation of campaign policies in Palembang. Weak human resources among election organizers hampered implementation. Recommendations for digital modernization of regional head elections (e-voting) and the election of the Governor and Deputy Governor are being implemented by the Provincial DPRD.
