EVALUASI KEBIJAKAN PENGAWASAN DAN PARTISIPASI BADAN PERMUSYAWARATAN DESA (BPD) DI DESA ULAK KEMBAHANG KECAMATAN LUBUK KELIAT KABUPATEN OGAN ILIR
This study evaluates the oversight and participatory functions of the Village Consultative Body (BPD) in Ulak Kembahang Village, Lubuk Keliat Subdistrict, Ogan Ilir Regency, using Kirkpatrick’s Four-Level Evaluation Model: Reaction, Learning, Behavior, and Result. A descriptive qualitative method was applied through interviews, observations, and documentation. Findings reveal low public satisfaction with BPD’s performance due to limited communication, although village officials view BPD’s role positively. BPD members understand their duties conceptually but require further technical capacity development. BPD actively participates in village meetings and channels community aspirations. The impact includes improved budget transparency, increased citizen participation, and growing public trust in village governance. The study recommends strengthening institutional capacity, enhancing public information systems, and establishing performance evaluation mechanisms for BPD.
