UPAYA NORMALISASI HUBUNGAN JEPANG DAN KOREA SELATAN DALAM KERJASAMA EKONOMI PADA TAHUN 2023
This study examines efforts to normalize relations between Japan and South Korea in economic cooperation in 2023, amid a long history of conflict and diplomatic tensions due to issues of colonialism, forced labor compensation, and the 2019 trade war. This study aims to analyze how economic cooperation serves as a strategic tool to mitigate bilateral conflicts and rebuild trust. Using a qualitative-descriptive approach and Keohane and Nye's Complex Interdependence theory, this study examines three main dimensions: Multiple Channels of Contact, Absence of Hierarchy Among Issues, and Reduced Role of Military Force. The findings reveal that the involvement of non-state actors such as financial institutions and multinational corporations, the setting aside of historical issues for the sake of shared economic interests, and the dominance of diplomatic channels over military ones form the cornerstone of the normalization process. Concrete manifestations of normalization include the lifting of export restrictions, the resumption of bilateral economic dialogue, and strategic cooperation in the semiconductor industry, energy sector, and investments in third countries. This study underscores that economic cooperation can serve as an effective instrument in addressing historical conflicts and strengthening regional stability.
