Indonesia, as an archipelagic country, continues to strive to increase national fisheries production through technological transformation, one of which is the development of Floating Net Cages (KJA). However, conventional KJA systems remain vulnerable to changes in water quality due to environmental dynamics. To address this issue, this study developed an autonomous KJA system integrated with swarm buoys capable of automatically moving to locations with optimal water quality in real time. The system is equipped with temperature, pH, and dissolved oxygen (DO) sensors, a Ublox Neo M8N GPS, and is connected to the Internet of Things (IoT) based on the Robot Operating System (ROS) for continuous monitoring and data communication. Decision-making process is carried out using a type‑2 fuzzy logic algorithm. Testing was conducted on a land-based buoy as an initial simulation to analyze sensor data and determine optimal water quality locations before implementation in actual waters. The results show that the type‑2 fuzzy logic algorithm with 7 memberships and 686 rules produced more stable decisions compared to type‑1. The system was tested in four movement scenarios: vertical, horizontal, L-shaped, and inverted L-shaped. In one of the tests, the system successfully selected an optimal location at coordinates –2.98528, –104.734 with a temperature of 25 °C, pH 7, and DO 5 mg/L, based on the highest defuzzification value. The testing of ROS communication based on TCP/IP indicated data loss of up to 43%-45% and a maximum delay of 4.6 seconds. Water quality sensor readings demonstrated stability across three conditions: morning, noon, and afternoon. This system demonstrates the potential to improve the efficiency and adaptability of KJA operations, although communication optimization still needs to be enhanced
