This research is motivated by how the use of Elektronik Layanan (E-Layanan) applications in improving public services, especially the management of civil servant study permits by utilizing developing digital technology, this forming a new government bureaucratic mechanism with the term electronic government. The focus of this research is to review how the application of E-Layanan in the management of study permits at the Badan Kepegawaian Daerah of South Sumatra province and the benefits provided to the community and service implementers. This research uses the theory of e-government implementation from Indrajit (2006) which includes support, capacity and value. This research uses a qualitative method. Data collection techniques used in this research are interviews, documentation, and observation. Through primary and secondary data collection. The results of the study show that the implementation of E-Layanan in improving study permit management services is quite good, seen from the support agreed to in creating the E-Layanan application, the local government that agreed really hopes that E-Layanan can run well, competent human resources, adequate technological infrastructure and run according to its function and the comfort felt by the community when receiving PNS study permit services at the Badan Kepegawaian Daerah of South Sumatra Province. However, the socialization carried out to introduce the E-Layanan application is still not optimal and needs to be improved again.
