The research was motivated by problems in policy implementation, as indicated byprevious studies, and the continued violation of road shoulders/bodies being used asparking spaces and trading areas in the Lemabang Market area of Palembang City.The aim was to understand the implementation of this policy. This study employs adescriptive qualitative approach. Data collection methods include observation,interviews, and documentation. The theory utilized is George Edward III's PublicPolicy Implementation Theory, which identifies four factors influencing policyimplementation: communication, resources, disposition, and bureaucratic structure.The research findings indicate that policy implementation has been carried out,though not yet fully optimised, necessitating further improvements. Improvementsinclude efforts to meet human resource needs in terms of quantity and competence,conducting intensive training, regular inter-agency coordination, providing facilitiesand infrastructure in accordance with standards, coordinating with the community,formulating SOPs and sanctions appropriate to the socio-economic conditions of thecommunity, and constructing barriers to separate market functions from
