PENYELENGGARAAN KEBIJAKAN PERSETUJUAN BANGUNAN GEDUNG (PBG) DI KOTA PAYAKUMBUH SUMATRA BARAT
The study aims to identify, examine, and analyze the implementation of the Building Approval Policy (Persetujuan Bangunan Gedung, PBG) in Payakumbuh City. A qualitative descriptive approach (observation, interviews, documentation) was employed, using Matland’s implementation theory as the analytical framework. The results indicate that the PBG policy in Payakumbuh was designed to meet local needs, including development control, housing provision, and the preservation of Minangkabau architectural styles and socio-cultural values. Policy implementation involves cross‐actor collaboration, including the One-Stop Service and Investment Office (DPMPTSP), the Public Works and Public Housing Office (Dinas PUPR), subdistrict/kelurahan officials, and adat leaders such as ninik mamak. Technical and administrative verification procedures are carried out consistently in accordance with existing regulations. The PBG policy is inclusive, recognizing both individual and communal land rights (including tanah ulayat) through the customary approval form (“persetujuan kaum”) and providing non‐discriminatory licensing services. However, the main challenges include low digital literacy, perceptions of complex online procedures, limited infrastructure, and tensions between national regulations and adat values that have not been fully accommodated. Overall, the PBG policy has succeeded in improving the orderliness of development and the transparency of the licensing process. Moving forward, continuous socialization, capacity building for the community, and strengthening the recognition of ulayat rights are needed so that the policy is more readily accepted in accordance with adat customs and is fully legitimate under the law.
