Abstract This study examines the Southeast Asian Fisheries Development Center (SEAFDEC) in improving Indonesia's competitiveness in the fisheries sector through a qualitative approach and also using the perspective of the International Governmental Organization (IGO) role theory. SEAFDEC itself is a regional intergovernmental organization that functions as a facilitator of technical cooperation, training providers, and promoters as sustainable fisheries policies in Southeast Asia. This data was taken through interviews, official SEAFDEC documents, and international journals that were analyzed descriptively. The results of this study indicate that Indonesia's active involvement in the SEAFDEC program contributed to increasing human resource capacity, strengthening fish resource management policies, adopting environmentally friendly technologies, and also increasing fishery product quality standards for the global market. With that, SEAFDEC plays a strategic role in strengthening competitiveness in the Indonesian fisheries sector at the regional and international levels.
