IMPLEMENTASI KEBIJAKAN KELAS RAWAT INAP STANDAR (KRIS) DI RSUP DR. RIVAI ABDULLAH
The Standard Inpatient Class policy is a government initiative aimed at equalizing inpatient services for participants of the National Health Insurance without class differentiation. The government has established the Decree of the Director General of Health Services Number HK.02.02/I/1811/2022 as a guideline for implementing KRIS. Hospitals face challenges in its implementation, such as ineffective communication, limited human resources, and inadequate infrastructure. This study aims to analyze the implementation of KRIS in hospitals based on George Edward III’s policy implementation theory, which includes the variables of communication, resources, disposition, and bureaucratic structure. This research employs a descriptive qualitative method with a case study approach. Informants were selected through purposive sampling, involving a total of nine participants. Data were collected through in-depth interviews, observations, and document reviews. Triangulation of data, sources, and methods was applied to ensure validity. The data were analyzed using content analysis. The results indicate an uneven distribution of information about KRIS among patients as service users, and the shortage of nursing staff in inpatient rooms. Several facilities, such as curtains and handrails, do not yet fully meet the established standards. Although policy implementers show support and a positive attitude, the hospital does not yet have specific Standard Operating Procedures for the implementation of KRIS, nor a clear organizational structure for task distribution. Overall, the implementation is fairly optimal, but improvements are needed in expanding policy dissemination, increase nursing staff, developing internal SOPs, fulfilling facility standards, and establishing a clear implementing structure.
