This study aims to: (1) describe the needs for developing HOTS-based test instruments; (2) develop a product in the form of a HOTS-based test instrument using Google Forms to assess the critical thinking skills of Grade VII students; (3) describe the feasibility of the HOTS based test instrument using Google Forms; (4) describe the results of item validity testing; (5) describe the results of item reliability testing; (6) describe the results of item difficulty level testing; (7) describe the results of item discrimination index testing; and (8) describe the results of distractor effectiveness testing. The study employed the test construction theory of Djiwandono (1996). The data consisted of both qualitative and quantitative types. Qualitative data were collected through interviews and observations, while quantitative data were obtained through questionnaires and tests. The HOTS-based test instrument was developed based on a needs analysis of Grade VII students and teachers at SMP Negeri 1 Sekayu. The instrument was validated by three experts, resulting in the following feasibility scores: evaluation expert (91.6%), content expert (95%), and language expert (98.5%). Based on these results, the instrument was deemed highly feasible for use with Grade VII students at SMP Negeri 1 Sekayu. The results of the instrument trial revealed that the test items had good validity, high reliability, a varied range of difficulty levels, strong discrimination power, and effective distractors.
