ANALISIS RISIKO K3 PADA TAHAPAN PENGUJIAN PRA-ENERGIZE MENGGUNAKAN METODE HIRARC DI GARDU INDUK TEGANGAN EKSTRA TINGGI 500kV NEW AUR DURI JAMBI
All work environments with high potential hazards require prevention and control efforts to avoid workplace accidents. PT Indokomas Buana Perkasa is the main contractor of the 500 kV New Aur Duri Jambi Extra High Voltage Substation project. This study aims to analyze occupational safety and health risks using the HIRARC (Hazard Identification, Risk Assessment, and Risk Control) method at the pre-energize testing stage at the GITET 500 kV New Aur Duri Jambi. A qualitative research method was used, with data collected through in-depth interviews, field observations, and document reviews. There were 8 informants in the study. Risk analysis followed the AS/NZS 4360:2004 standard, with control measures based on the SNI ISO 45001:2018 standard. The study identified seven stages of activity during the pre-energize testing stage, each with varying risk levels. Very high risks were found in visible property inspection, installation or construction circuit inspection, individual tests, and electrical installation testing. High risks were identified in measuring grounding resistance, high voltage testing, and safety and control system testing. The findings indicate that GITET 500 kV NAD Jambi has implemented risk management practices at the pre-energize testing stage. However, improvements are still needed. These include strengthening safety culture education for all guests and employees, fulfilling supporting facilities, enhancing supervision, increasing training, and ensuring the complete use of personal protective equipment (PPE).
