ANALISIS STRATEGI PENGEMBANGAN KAWASAN EKONOMI BERBASIS TANAMAN PANGAN DI KECAMATAN GANDUS KOTA PALEMBANG
The objectives of this study are: (1) to analyze the comparative advantage and identify basic vs. non-basic food crop sectors in Gandus District, Palembang City; (2) to assess competitive advantage and distinguish competitive vs. non-competitive sectors; and (3) to formulate development strategies for a food-based economic zone to enhance productivity, farmer welfare, and regional food security. Gandus District was selected due to its potential in rice and maize production. Data were gathered through interviews with farmers, groups, and institutions like the Palembang City Agriculture Office. This study used a mixed methods approach with three analytical tools: Location Quotient (LQ), Shift Share Analysis, and SWOT. The LQ results indicate that rice and maize are classified as basic sectors, while tuber crops are non-basic. Shift Share Analysis shows that rice has experienced positive growth, supported by production efficiency, land availability, experienced farmers, and strong institutional and governmental support. In contrast, maize and tubers showed negative growth and require further development. Based on SWOT results, Gandus District falls into Quadrant I (aggressive strategy), meaning internal strengths can be leveraged to seize external opportunities. Recommended strategies include increasing rice productivity, improving agricultural infrastructure, and strengthening farmer institutions to promote sustainable development of the food crop sector in the region.
