Digital transformation in land services has become an urgent need amidst the advancement of information technology. This study aims to analyse the implementation and legal protection for land rights holders in electronic-based land registration in Palembang City. The research method used is normative-empirical juridical with a qualitative approach. The results show that the implementation of electronic certificates has been quite effective, although it still faces challenges in data validation and system readiness. The field reality in implementing Electronic Certificates has not been optimal in terms of Media Conversion, resulting in a decrease in Non-Tax State Revenue (PNBP) and complaints from the public and stakeholders regarding long service times. These obstacles are also felt by the people of Palembang City. Legal protection for rights holders has been accommodated through legislation, although in practice, systemic improvementsare still needed to ensure legal certainty. Electronic certificates provide efficiency, security, and transparency, but the transition from manual system requires technological readiness and competent human resources.”
