The sugar industry is one of the strategic sectors in supporting national food security, especially in meeting domestic consumption needs. Despite its great potential, the sugar industry in Indonesia still faces various challenges such as low productivity, production inefficiencies, and high levels of imports. This study aims to investigate the development of efficiency and labor productivity against industry concentration, using the Autoregressive Distributed Lag (ARDL) method. Using secondary data related to the sugar industry for 24 years. The results show that labor productivity has a positive and significant effect on industry concentration in the long run and short run, while efficiency has no significant effect on industry concentration. In conclusion, the structure of the Indonesian sugar industry during the study years was formed not based on the level of efficiency, but more determined by labor productivity factors.
