PERUBAHAN KEBIJAKAN LUAR NEGERI AMERIKA SERIKAT DALAM RESOLUSI GENCATAN SENJATA GAZA DI PBB 2023- 2024
This research analyzes the reasons behind the United States' policy shift regarding the Gaza ceasefire resolution at the United Nations, from opposition to abstention in March 2024. Using foreign policy decision making theory, this research focuses on four key dimensions that influenced this change. In the domestic political dimension, the study finds that US governmental structure, political polarization, shifting public attitudes, and the role of mass media played important roles. fn the economic and military dimension, the changing US energy dependence on the Middle East and the reorientation of military aid allocation became significant factors. In the international context dimension, pressure from allied nations, reports from international organizations about humanitarian conditions in Gaza, and the dynamics of international norms and regimes further drove policy change. The policy-maker perception dimension illustrates the evolution of President Biden and his team's view from focusing on Israel's security to concerns about the humanitarian crisis, while explaining the influence of increasingly divided Congressional perspectives. The research concludes that the US abstention on the Gaza ceasefire resolution resulted from a complex interaction of various domestic and international factors, reflecting an effort to balance the United States' long-term strategic interests in the Middle East with the demands of humanitarian values and global political pressure.
