ANALISIS FAKTOR-FAKTOR DECISION MAKING PEMERINTAHAN INDONESIA DALAM PENGADAAN ALUTSISTA DASSAULT RAFALE PERANCIS 2021-2024
The procurement of Dassault Rafale fighter jets by the Indonesian government through the Ministry of Defense represents a strategic effort to fulfill national defense priorities, particularly the Minimum Essential Force (MEF) Phase III program until 2024. This decision was made amid geopolitical dynamics in the Indo-Pacific region and reflects Indonesia’s preference for a neutral defense partner such as France. This study aims to analyze the influence of domestic politics on the decision-making process using William D. Coplin’s theory, which categorizes policy influencers into four dimensions: bureaucratic, partisan, interest, and mass influencers. This study employs a qualitative descriptive method with secondary data collection techniques through literature studies and policy document analysis. The findings show that the Ministry of Defense, as a bureaucratic influencer, plays a central role in planning the Rafale procurement. DPR RI and political parties provide political and budgetary legitimacy as partisan influencers. DEFEND ID, as an interest influencer, promotes offset and technology transfer schemes through coordination with KKIP. Meanwhile, mass media act as mass influencers by shaping public opinion and reinforcing policy legitimacy. This study concludes that the Rafale procurement is the result of complex interactions among domestic actors that influence Indonesia’s foreign policy in pursuit of national security interests.
