UPAYA PENGARUSUTAMAAN GENDER OLEH WORLD AGROFORESTRY (ICRAF) PADA PROGRAM LAND4LIVES DI SUMATERA SELATAN
Gender inequality in natural resource management and climate change mitigation in South Sumatra is the main focus of this research, where women face various structural and cultural barriers, such as limited access to land, low participation in decision-making, and the double burden of being a housekeeper and breadwinner. A strong patriarchal culture exacerbates these conditions, with gender stereotypes limiting women's roles in the public sphere and the household. In addition, the lack of government budget allocations for gender-responsive programs and a lack of understanding of gender integration in development policies also hinder gender mainstreaming (PUG) efforts. Climate change impacts, such as drought and peatland fires, further exacerbate women's vulnerability due to their dependence on natural resources to meet basic family needs. Thus, this study aims to analyze the gender mainstreaming (GBV) efforts by World Agroforestry (ICRAF) through the Canadian-funded Land4Lives program to improve climate resilience and sustainable livelihoods. Using a descriptive qualitative approach and the concept of gender mainstreaming from Mehra and Gupta (2006), which covers four dimensions: relevant issues, leadership, financial resources, and gender specialists. The results showed that ICRAF successfully integrated gender mainstreaming through three work packages: (1) strengthening gender-responsive spatial and development policies, (2) empowering women in natural resource management, and (3) training in climate-smart agriculture at the village level. The main challenges include patriarchal culture, lack of government budget allocation for gender issues, and low participation of women in decision-making. Overall, this research confirms that gender mainstreaming strategies in Land4Lives have had a positive impact, although it requires a more inclusive approach and stronger policy support to achieve sustainable gender equality.
