This research is motivated by the problem of indiscipline which often occurs in the realm of organizations and agencies, especially government agencies. An employee's work discipline can be an indicator of an organization's success in developing and guiding employees to manage themselves. One step that can be taken to improve employee discipline is to implement an electronic-based attendance system or facial recognition. This research aims to find out how the implementation of Face Recognition electronic attendance improves the discipline of apparatus resources at the Palembang City DPRD Secretariat which is guided by PANRB Ministerial Regulation No.B/2338/M.PANRB concerning Electronic Attendance. This research uses the Implementation theory proposed by Ripley and Franklin which has 3 dimensions. This research uses qualitative descriptive methods and data collection techniques of in-depth interviews, documentation and observation. The results of this research show that the implementation of Face Recognition attendance is considered to have gone well, because the implementers' understanding of the policy is good, and employees are also disciplined in adhering to the specified working hours. In terms of the smooth functioning of routine functions, it has gone well because during the implementation of the policy there were no problems that occurred so the policy ran smoothly. Employee performance is also good because the level of employee compliance and function is running well and optimally, this has an impact on increasing employee discipline, improving the quality of employees and smoothing the bureaucratic flow of employee work.
