DELIBERATIVE DEMOCRACY DALAM MUSYAWARAH PERENCANAAN PEMBANGUNAN DESA (MUSRENBANGDES) DI DESA MANDI ANGIN KECAMATAN INDRALAYA SELATAN KABUPATEN OGAN ILIR
Musrenbangdes, which is one of the means of development planning, should be deliberative and involve the community in the decision-making process. This study aims to analyze the suitability of the application of the principles of Deliberative Democracy in the implementation of the Village Development Planning Meeting (Musrenbangdes) in Mandi Angin Village, South Indralaya District, Ogan Ilir Regency. This research uses a qualitative method with a case study approach and uses data collection techniques in the form of interviews, observation, and documentation. This research uses the theory of deliberative democracy from Philip Pettit which suggests that deliberative democracy must be inclusive, judgmental, and dialogical. The results showed that the implementation of musrenbang in Mandi Angin Village had not maximally applied the principles of deliberative democracy. Several obstacles experienced caused the implementation of deliberative principles not to be fulfilled. The obstacles experienced included minimal community attendance, less active participants, and the non-realization of agreed development proposals. Some of the factors inhibiting the Musrenbang in Mandi Angin Village are various work factors, community disappointment, and obstacles in communication.
