Music festivals as a form of contemporary art hold significant potential in carrying out cultural diplomacy. However, academic attention has so far been largely focused on traditional art forms such as batik, dance, and gamelan. In this context, this research explores the role of music festivals as a medium of Indonesia's cultural diplomacy in strengthening diplomatic relations with Austria from 2014 until 2024. This study is analyzed using the theory of cultural diplomacy and the five concepts of cultural diplomacy developed by Tulus Warsito and Wahyuni Kartikasari (2007), namely form, objective, instrument, method, and situation. This research adopts a qualitative exploratory and descriptive approach, with data collected through documentation studies, indirect interviews, and literature analysis. The findings reveal that the five festivals, namely Hermann Delago and Austrian Tobatak Orchestra, Ethnochestra: A Melody of Friendship, Begegnungskonzert: Indonesia Meets Austria, Angklung - Die Musik des Weltkulturerbes, and Symphony of Friendship, reflect forms of exhibition, cultural negotiation, and expert exchange. The objectives of diplomacy include recognition, adaptation, and friendship. The instruments used include social media, educational collaboration, and cultural promotion. Diplomacy was carried out both directly through the Indonesian Embassy and Ministry of Foreign Affairs and indirectly by diasporas and musicians. All festivals took place in peaceful situations but faced several challenges such as limited institutional support, low initial audience reception, lack of Indonesian cultural exposure in some areas of Austria, the COVID-19 pandemic, and public perceptions that often regard cultural diplomacy merely as ceremonial events, along with the suboptimal cross-sectoral collaboration involving various layers of society. This study affirms that music festivals are a strategic and sustainable noncoercive soft power instrument in Indonesia's cultural diplomacy with Austria.
