In the process of forming a country's domestic policy, of course, it must consider several important determinant factors for the efficiency and effectiveness of the policy. It is possible that domestic policies can be influenced by external factors such as the threat of security intervention from foreign parties which certainly threatens the integrity of the national security of its citizens. This happened with Australia, which banned the participation of Chinese telecommunications company “Huawei” from building 5G network technology in its critical infrastructure in 2018. Australia implements a ban policy or the so-called high risk vendor policy as a preventive measure in maintaining the national security of its people from Huawei's potential threats to network security. According to William D. Coplin in his Decision-Making Process theory, Australia's actions are caused by four determinant factors: 1) Domestic Political Conditions, 2) Economic and Military Conditions, 3) International Context, and 4) Policymaker Perception. Each determinant factor has a bond and impact on each other in the formation of Australia's high risk vendor policy in 2018. This research uses a qualitative descriptive method based on secondary data obtained from official Australian government reports, journals, e-books, and trusted websites. This research aims to explain how domestic political conditions, economic and military conditions, the international context, and the perceptions of policy makers influence the formation of Australia's high risk vendor policy in 2018. The results of this study show that Australia in the formation of high risk vendor policy is determined by factors: domestic political dynamics between autocrats and trias politica, then supported by the capabilities of qualified economic and military conditions, accompanied by consideration of the international context: the urgency of 5G and its potential threats, as well as China's National Intelligence Law security threats, then complemented by the perspective of Prime Minister Malcomn turnbull as Australia's policy maker in 2018. High risk vendor policy, can be considered as Australia's preventive measures in protecting the national security of its people from foreign threats that endanger Australia in the future.
