EFEKTIVITAS PENGELOLAAN ARSIP DI BAGIAN HUMAS SEKRETARIAT DPRD PROVINSI SUMATERA SELATAN (STUDI KASUS PENGARSIPAN SURAT PERINTAH TUGAS (SPT) TAMU KUNJUNGAN KERJA DI SEKRETARIAT DPRD PROVINSI SUMATERA SELATAN)
Records management is an essential aspect of public administration because it involves documentation, accountability, and institutional work efficiency. One of the crucial documents is the Work Assignment Letter (Surat Perintah Tugas/SPT) for official visit guests, which serves as evidence of the accountability for official travel expenditures. Therefore, effective archiving of SPT documents is critical to support transparency and accountability in government operations. This study aims to examine the effectiveness of SPT records management in the Public Relations Division of the Regional House of Representatives (DPRD) Secretariat of South Sumatra Province. This research uses a qualitative method with a case study approach. Data were collected through observation, interviews, and documentation. The results show that the management of SPT archives in the Public Relations Division is still ineffective. The main problems identified include a lack of qualified human resources in archival work, suboptimal implementation of standard operating procedures (SOP), and limited facilities and infrastructure, such as insufficient storage space and the absence of a digital archiving system. Consequently, documents are often piled up, poorly classified, and difficult to retrieve, which affects the accuracy of data and hampers accountability and transparency in administrative activities. To address these issues, it is necessary to enhance staff competence through archival training, consistently apply SOPs, and modernize the archiving system using information technology. This research is expected to serve as an evaluation and provide input for improving the records management system within the DPRD Secretariat of South Sumatra Province.
