PENERAPAN PRINSIP-PRINSIP GOOD GOVERNANCE PADA PELAYANAN DI BADAN KEPEGAWAIAN DAN PENGEMBANGAN SUMBER DAYA MANUSIA KOTA PALEMBANG Salsabila, Fathia
This research is entitled "Implementation of Good Governance Principles in the Services of the Personnel and Human Resources Development Agency in Palembang City." The purpose of this research is to examine how the principles of good governance are applied in the public services at the Personnel and Human Resources Development Agency in Palembang City. In this study using a descriptive-qualitative research method with data collection techniques through interviews, observation, and documentation. This study uses the theory of good governance from United Nations Development Programme (UNDP) with 4 aspects as determinants of the success of implementing the principles of good governance, namely: accountability, responsiveness, transparency, and effectiveness and efficiency. The results of this study indicate that the implementation of good governance principles at the Personnel and HR Development Agency in Palembang City is still not running optimally . First, performance planning is hindered by low employee discipline. Second, performance reporting is constrained by inadequate facilities and infrastructure, such as limited computers and poor network access. Third, a lack of empathy and professionalism among staff affects the responsiveness of services. Fourth, service information on the official website is insufficiently updated and not clearly presented. Fifth, the execution of services is often disrupted by technical issues such as unstable servers. Lastly, the optimal use of service time is compromised due to the tight schedules of leadership.
