EFEKTIVITAS PEMBERIAN TAMBAHAN PENGHASILAN PEGAWAI (TPP) BAGI PEGAWAI NEGERI SIPIL (PNS) PADA BAGIAN PERENCANAAN DAN KEUANGAN SEKRETARIAT DAERAH KOTA PALEMBANG
The provision of Additional Employee Income (TPP) for Civil Servants (PNS) is very important as a form of motivation to improve employee discipline, performance and welfare. However, in its implementation it still faces obstacles, namely there are some employees who are not disciplined, indicated by lateness to work and some employees who leave the workplace during operational hours without clear reasons, due to lack of supervision of this. This research was conducted in the Planning and Finance Section of the Palembang City Regional Secretariat. The research method used is a descriptive qualitative method, with data collection techniques through interviews, observations, and documentation. The theory used is the theory of effectiveness according to Sedarmayanti (2012: 261-262), which includes six indicators: quality, productivity, efficiency, satisfaction, adaptability, and development. The results of the study showed that the provision of TPP was effective, except for the employee discipline indicator. Based on the results of the research that has been conducted, it can be concluded that the provision of TPP for Civil Servants (PNS) in the Planning and Finance Section of the Palembang City Regional Secretariat as a whole has been effective but cannot be called optimal, because one of the employee discipline indicators has not shown a significant effect. Therefore, it is recommended to strengthen supervision with an integrated electronic attendance system.
