EVALUASI PERENCANAAN BIAYA REKLAMASI BERDASARKAN KAJIAN TEKNIS PADA TAMBANG BATUBARA DI PT. FIRMAN KETAUN,BENGKULU UTARA
Reclamation is an effort to restore land affected by mining activities to restore ecological and environmental functions according to their designation. This process involves landscaping, revegetation and management of mine water quality. In mining, reclamation is a company obligation that must be carried out in accordance with regulations, such as the Minister of Energy and Mineral Resources Decree No. 1827/K/30/MEM/2018. Evaluating reclamation cost planning is essential to ensure the effectiveness and efficiency of implementation, while identifying operational constraints and the need for budget adjustments. This study evaluates the reclamation cost planning of a coal mine in PT Firman Ketaun, North Bengkulu, for the period 2021-2025. The focus is on the reclamation of 71 hectares of land, which includes the arrangement of 142,000 m³ of material for 842.77 hours, the spreading of 213,000 m³ of topsoil for 3,044.17 hours, the construction of 17 drainage channels in 52.71 hours, and a sediment pond with a capacity of 5,358.31 m³ requiring 122.83 hours. Revegetation was planned by planting 62,126 pioneer and insertion trees, and adding 0.05 kg/m³ of lime to neutralize acid mine drainage. Evaluation results showed the total reclamation cost was Rp 8.665.245.690, consisting of direct costs of Rp 6.741.125.358 and indirect costs of Rp 1.924.120.331,21. Factors such as lack of topsoil, fast-draining soil, weather changes, and livestock disturbance affect the effectiveness of reclamation. Even so, PT Firman Ketaun's reclamation cost planning is in accordance with MEMR Decree No. 1827/K/30/MEM/2018.
