INOVASI SISTEM INFORMASI PELAYANAN PERIZINAN (SIPPERI) ONLINE DALAM MELAYANI PERIZINAN DI DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU KOTA PALEMBANG
This research was conducted against the background that administrative services are still relatively slow, less effective and efficient when carried out face to face at public service agencies. The long queues that are a daily sight at the Palembang City Investment and One-Stop Integrated Services Service (DPMPTSP) are the main objective of establishing SIPPERI (Online Licensing Service Information System). With the innovation of online licensing services, it is hoped that it can increase effectiveness and make it easier for people to process permits virtually anywhere and at any time. The aim of this research is to determine the innovation of the Online Licensing Service Information System (SIPPERI) in DPMPTSP Palembang City. The theory used in this research is the theory of innovation in the public sector according to Everett M. Rogers (2003) which explains 5 innovation attributes, namely Relative Advantages, Compatibility, Complexity, Trialability, and Observability using qualitative descriptive methods. The results of this research are that SIPPERI online is more flexible to use, compared to licensing processing which was previously done offline. The online SIPPERI that is currently being implemented no longer makes it difficult for people to come directly to the counter because it can be done virtually. However, the weakness lies in the human resources that use it, whether from the licensing service providers who are less committed regarding their responsibilities or from the public who are sometimes not responsive enough to always check whether there is a continuation of the files that have been submitted, because it could be that the files are returned by the officer to be re-equipped. Then the weakness also lies in the internet speed in the Palembang City area which is still not evenly distributed so that accessing SIPPERI online becomes hampered.
