UPAYA UNITED NATIONS DEVELOPMENT PROGRAMME (UNDP) DALAM MENANGGULANGI KEMISKINAN DI HAITI
Poverty is a critical issue for Haiti. Haiti is the poorest country in Latin America and the Caribbean. Various cross-cutting problems are at the root of the problem so that the assistance of the international community such as the United Nations Development Programme (UNDP) is needed. UNDP is a specialized agency of the United Nations that works for sustainable development in enhancing human dignity and human rights, including the right to an adequate standard of living, that is, the right to be free from poverty. This study aims to find out how the efforts made by UNDP to help overcome poverty in Haiti. The efforts are analyzed based on the role theory of international organizations by Clive Archer. Roles performed are instruments, arenas, and actors. The research method used in this study is a qualitative-descriptive approach. Research data were obtained using literature study techniques with secondary data sources such as books, journal articles, reports, and internet. The results of this study show that UNDP has made efforts to help reduce poverty in Haiti through three roles. The role of the instrument, UNDP is useful as an acceleration tool to overcome poverty in Haiti through the establishment of BINUH, PSDH, and SDGs. The role of the arena, UNDP collects funding and encourages cooperation with other partners. The role of actors, UNDP moves independently through country programme in accordance with the principles and values of UNDP itself.
