EVALUASI PROGRAM RUMAH BADAN USAHA MILIK NEGARA SUMATERA SELATAN BINAAN DEPARTEMEN TANGGUNG JAWAB SOSIAL DAN LINGKUNGAN PT PUPUK SRIWIDJAJA PALEMBANG
State-Owned Enterprises as agent of development have developed several initiatives to improve the quality of MSMEs, one of which is PT Pupuk Sriwidjaja Palembang with the Rumah BUMN Sumsel (RBS) program. The goal is to become a Joint House in supporting Economic Empowerment for MSME players to upgrade (Go Modern, Go Digital, Go Online, Go Global). This study aims to determine and analyze the implementation of the RBS program assisted by the Department of Social and Environmental Responsibility (TJSL) of PT Pupuk Sriwidjaja Palembang, as well as to find out the supporting factors and inhibiting factors. This research uses a qualitative method with informants, namely the Vice President of TJSL Department, Program and Operations Manager of RBS, Chief Station of RBS, Chief Business of RBS, Chief Creative of RBS, Assisted MSMEs from Go Modern to Go Global and stakeholders, namely RRI Palembang. The theory used is the CIPP (Context, Input, Process, Product) evaluation theory by Daniel L. Stufflebeam. The results showed that in general, evaluation of RBS program has been running quite well. The context dimension is very good because the program is in line with the values of Pancasila, PER-01/MBU/2023, the SDGs-based Community Development approach and the preservation of local culture. The input dimension is classified as not good because the budget, infrastructure and technology are adequate, but are still constrained by the low motivation of the fostered MSMEs and absence of official SOP. The process dimension is considered quite good because training, mentoring, marketing, access to capital and budgeting have been running properly, but are still constrained by incomplete data collection, content management, complexity of financial materials, lack of promotion of the agricultural sector and uneven access to exhibitions. In the product dimension, it is going quite well due to the increase in MSMEs upgrading, the positive impact on MSME business skills and management, and the increase in SRoI value from 2.33 to 3.89 in 2023–2024. However, there are still challenges in maintaining consistency in use of digital platforms by fostered MSMEs.
