In an effort to reduce the incidence of forest and land fires, the Region III Section of BPPI Sumatra Region is responsible for running the forest and land fire control program (Dalkarhutla), with the implementation of the program carried out in each Manggala Agni Operational Area. Although the program is carried out throughout the year, forest and land fires still occur, especially in the Manggala Agni Operational Area XIV/Banyuasin. It is known that in the implementation of the program there are obstacles encountered by program implementers. This affects the success and optimality of the program. Therefore, this study aims to analyze the inhibiting factors of the forest and land fire control program in Manggala Agni Operational Area Sumatra XIV/Banyuasin. The type of research used is descriptive with a qualitative approach. Informants were taken using purposive sampling with a total of ten informants through in-depth interviews. The results showed that there were inhibiting factors in the implementation of the forest and land fire control program in the work area of Manggala Agni Operational Area Sumatra XIV/Banyuasin. Based on the results of the study, it is concluded that the implementation of the forest and land fire control program in the work area of Manggala Agni Operational Area Sumatra XIV/Banyuasin encountered obstacles in the form of lack of community concern and support, lack of deterrent effect on the community, limited budget funds, lack of Karhutla extinguishing officers, access to locations that are far and difficult to reach, and limited water sources at Karhutla locations. Therefore, the agency needs to make efforts to overcome the obstacles encountered in order to optimize the implementation of the Dalkarhutla program.
