A foundation is a legal entity that has special privileges because it carrics out social business activities and does not prioritize profit as the purpose of its establishment. The enactment of Law Number. 28 of 2004 concerning Amendments to Law Number 16 of 2001 concerning Foundations reconstructs the legal status of Foundations whose Articles of Association have never been registered to the District Court in order to obtain Approval of their legal entity, as there is an obligation to register it with the Minister in order to become a legal entity again with the final result in the form of a Decree. This study aims to explain the procedure for using Article 15A of Government Regulation Number 2 of 2013 jo. Government Regulation Number 63 of 2008 for Foundations that already have a deed of Articles of Association before the enactment of the foundation law with the Applicant, namely the Management/Party who an interest in the Foundation assisted by a Notary to regain its position as a legal entity that is still recognized in Indonesia. This certainly raises questions about the burden of material substance accountability for the premise of assets after the ratification of the renewal of the deed of the Foundation's Articles of Association. The research that has been conducted was a normative legal research type with a vertical synchronization level aimed at testing the level of synchronization between substances contained in one regulation with other regulations that are at the level or rank of legislation. Given that the loss of legal status does not mean eliminating the inherent nature that this established body is a non-profit body, as the theory of purposeful wealth adopted by the Foundation which is the middle range theory in this Thesis as an intermediary for the Foundation that has not ratified its deed of Articles of Association to the Minister.
