INOVASI PELAYANAN PAJAK KENDARAAN BERMOTOR MELALUI APLIKASI SIGNAL(SAMSAT DIGITAL NASIONAL) DI SAMSAT WILAYAH PALEMBANG 1
One of the government's efforts to improve the quality of public services is by implementing public service innovations. Public service innovation is a breakthrough change in the form of ideas, methods, approaches, procedures, service models to improve the effectiveness, efficiency and accountability of public services directly or indirectly. One example of the application of public service innovation at SAMSAT Palembang Region 1 in achieving its mission, namely fostering a sense of trust in the wider community that paying taxes will not be complicated and cost a lot of money and improving service quality, the implementation of an innovative solution for annual PKB payment services through E-SAMSAT, namely the Signal Application since December 2021. This study aims to determine why the Motor Vehicle Tax Service Innovation through the Signal Application at Samsat Palembang Region 1 has not been optimally used by taxpayers. This research uses a qualitative method with research informants, namely the Head of Determination, Bookkeeping and Reporting and employees at the online tax counter and taxpayers who use Signal innovation. The theory used is Rogers' theory (Suwarno, 2008: 17-18) which suggests that there are five indicators to see the optimality of the implementation of an innovation in an agency, namely Relative Advantage, Suitability, Complexity, Probability of being tried, and Ease of observation. The results showed that the Motor Vehicle Tax Service Innovation through the Signal Application at Samsat Palembang Region 1 was quite optimal because it was not maximized in its socialization to taxpayers so that there were still many taxpayers who came directly compared to using Signal innovation.
