This study evaluates the Agrarian Reform Object Land Program (TORA) in Marga Sungsang Village, Banyuasin Regency, which is located in a forest area that has become a settlement, public facility, and social facility. This program aims to provide legal certainty over the land that has been occupied by the community and improve their welfare. Using a descriptive qualitative research method, this study analyzes the effectiveness, efficiency, adequacy, equality, responsiveness, and feasibility of the program based on William N. Dunn's evaluation theory. The results of the study show that although the TORA program provides benefits to the community, there are still challenges such as agrarian conflicts, unclear territorial boundaries, administrative constraints, and lack of socialization to residents.
