KERJA SAMA BILATERAL TUNISIA DAN ITALIA DALAM UPAYA PENANGANAN IMIGRAN ILEGAL TUNISIA PASCA ARAB SPRING
The Arab Spring phenomenon not only caused political changes but also affected the economic decline in various countries in the Middle East region. One of the countries that experienced this was Tunisia, with a deteriorating economy and a difficult situation for its people causing illegal migration to various regions, one of which was Italy. The surge of immigrants that occurred in Italy made the government try to deal with the problem of illegals coming from Tunisia. This research seeks to analyze one of the efforts made by the Italian Government by establishing bilateral cooperation with the Tunisian Government. There are three theoretical approaches in the form of; 1) liberalism, 2) bilateral cooperation theory, 3) effectiveness of cooperation. The type of research contained is qualitative and the source of data obtained through the literature study method. The form of cooperation implementation is in the form of; 1) maintaining security and tightening the rules contained in the border, 2) allocating funds provided by the Italian Government to Tunisia as support in the development of aspects of Tunisian society, 3) returning illegal immigrants by force, 4) involving other international actors such as, UNHCR, European Union and IMF, and 5) signing an MoU as a form of agreement born of trust between the two parties. Each form of cooperation has various results and effectiveness and there are also long-term plans that are expected to have an effect in the future.
