IMPLEMENTASI KEBIJAKAN ELECTRONIC KINERJA (E-KINERJA) SEBAGAI PENILAIAN KINERJA PEGAWAI APARATUR SIPIL NEGARA (ASN) PADA BADAN PERENCANAAN PEMBANGUNAN DAERAH (BAPPEDA) PROVINSI SUMATERA SELATAN
The Electronic Performance (e-kinerja) Policy as a performance assessment tool for the State Civil Apparatus (ASN) at the Regional Development Planning Agency (BAPPEDA) of South Sumatra Province is implemented to enhance efficiency, transparency, and accountability in ASN performance evaluations. This policy aligns with the e-Government policy under Government Regulation No. 95 of 2018 on the Electronic-Based Government System (SPBE) and the Circular Letter of the Head of the National Civil Service Agency (BKN) No. 11 of 2023 on the Use and Utilization of the e-Kinerja Application of the National Civil Service Agency.Although e-Kinerja is expected to improve transparency and accountability, several challenges remain in its implementation, such as network disruptions and technical issues, procedural inconsistencies in report submission, human resource (HR) readiness, and data mismatches within the application. This study aims to analyze how the e-kinerja policy is implemented at BAPPEDA of South Sumatra Province using a qualitative descriptive method. The analysis is based on the policy implementation theory by Van Meter and Van Horn (1975), which includes six key variables: policy standards and objectives, resources, inter-organizational communication, characteristics of the implementing agency, economic, social, and political conditions, and implementers' attitudes. The findings indicate that the implementation of e-kinerja has enhanced transparency and accountability in ASN performance assessments. However, despite the relatively good implementation, further optimization is required in technological infrastructure, HR training, and integration with other e-government systems to ensure more effective operation in accordance with existing regulations. To improve the effectiveness of e-kinerja at BAPPEDA, the system and infrastructure need regular updates, supervisory measures should be strengthened, and specific SOPs for e-kinerja should be developed to make the process more effective and systematic.
